In this discussion, don't forget to remember General Rule 1.10. "While no
minimum distance is specified for contacts, equipment should be capable of
communications at a range of at least 1 km".   Getting a candle QSO over a
1 km path may be possible, but not common - especially for rovers as the
flame keeps getting blown out.
