It seems Bill's stated objections are easily resolved by making 
participation in the Stop-Gap proposal optional.  IE if a card checked 
feels Bill is correct he/she can just not accept LOTW QSLs for VUCC 
credit.

If, on the other hand, they think this would be a valuable change, they 
accept LOTW QSLs.  Or they could choose to accept a limited number of 
LOTW QSLs if it proved too much work.
