Update from 9.13E to 9.13F

  Howdy, sri we have to come out with another update, Wayne found that 
  processing of QSX spots was broken in WL913E. You need to update
  before CQWW phone this weekend.

  It's fixed in WL913F (along with better selection of RTTY fonts
  and faster network updating on large logs).
