Yes, the WL installer comes in two flavors: upgrade and full.
The upgrade flavor requires a full installation to still be
on the disk when it starts. An uninstalled full install doesn't
qualify. But I think you found a bug in the upgrade installer:
what you did tricked it into thinking a full install was on
the disk when in fact it was not. I'll look into it.
