[WriteLog] DTR HIGH?

Didn't I recently see some posts about some new devices that assert DTR and
RTS HIGH?  I think someone said a "cure" was to check DTR HIGH in some
preferences settings.

I got a little Targus device today - Plugs into my laptop's USB port and
gives me two PS/2 ports (e.g. keyboard and mouse), one DB-9 serial port, one
parallel port, and some more USB ports.  I plugged my rig PTT interface into
the serial port and noticed the rig keyed up and stayed there.  I put an
RS-232 tester in the line and confirmed that both DTR and RTS are HIGH.
This must be a relatively new thing...??  Thanks to Paul for putting
something in the software to "fix" this for DX4WIN, but what about all our
other devices and software?  Why is it HIGH in some of these new devices?
Any easy way to reverse that??  If not, I don't see how I can use this thing
with other software like Writelog, Digipan, MMTTY etc!

Explanations, fixes, etc greatly appreciated!  Tnx - 73
