Wayne,
Problem was solved by modifying the WL_CTY.DAT file as you suggested,
then running Reacty32.exe to make the changes. All the "A" prefixes,
like A3, A5, A6, A7, etc. will recognize the zone properly.

The problem is that the latest WL_CTY.DAT file has, in the United States
group of prefixes, the assignment of the prefix "A" to the U.S.A.
Its this line:
4U1WB,A,AA4NU(4),...
^^^
remove this "A".
(BTW, this prevents WL from knowing the zone for A2, A3, A4, A5, A7, and
A9
as well)
