[WriteLog] Sartek Rotor control

Sartek rotor control is a ISA board that goes into your computer.
In my case, a TailTwister, another small relay board goes into the rotor
control box.
The two are connected via a serial cable and take a serial port with it's
necessary irq and address.

>From many programs you can automatically aim your beam via this interface.
Sartek supplies a small windows program which also can provide rotor control
with a mouse.
I don't believe that Writelog presently implements Sartek code and obviously
is not available.

Many of the high end logging programs do utilize the Sartek interface.
I use DXBase which does. When a dx spot comes in or I click on a callsign,
the DXBase calculate the proper heading. I can if I choose to, click on a
button and my antenna will turn to that direction.
I can also choose long path direction is I wish.
