[WriteLog] QSO Entry fields FQP

1. I am not aware of a rule to send/receive RST in the FQP. 
I am willing to be educated, however.

2. The last time I read the FQP rules (last year), they 
allowed out-of-state stations multiplier credit for all
counties for station son county lines. That's whay CTY2, CTY3,
and CTY4 are. Somebody point me to the rules if this is wrong.
