[WriteLog] Update of CTY files

There is no need to bother AG1C about WriteLog's handling of FO/HB9B--there
is nothing Jim can do about it. Current versions of WriteLog compute the
country from the call by first identifying the prefix, and then using the
prefix to compute the country. For WL to handle this example, its going to
have to be changed to look first for the full call before working on the
prefix.

I have put this on the to-do list.
