Thanks to Wayne, N2WK, for finding this problem.

WriteLog will not send QTC's correctly when using a DXP38.

I just confirmed it.  ALT-S brings up the QTC send window
and the QRV? buttons works, but when you attempt to send
QTC's the DXP38 keys the radio and the first QTC is sent, then
the color of the outgoing text turns from blue to black and it
quits at the start of the 2nd QTC.  Also, it won't send the QTC's
individually when clicked on.  It will send the first one, then locks
up the transmitter.  Hitting ESC will unkey the transmitter.

Wayne, any way you can get this fixed before the contest this weekend?

I have the option of using the MMTTY plug-in to transmit and use
my DXP38 for receive only in a dual receive mode.  I have confirmed
that QTC's are sent correctly using the MMTTY plug-in and using a
PK232.  These are the only TNC's I have, so others may want to test
sending of QTC's.  Create a test.wl file and log some contacts, then put
a callsign in the Entry Window of a station outside your continent.  

Hit ALT-S and attempt to send QTC's to confirm whatever TNC you are
using correctly sends the QTC's out.

If Wayne does not get this fixed in time, you may want to consider using
the MMTTY plug-in.  For FSK, you will need to make an interface for FSK
keying from your COM port.  Use a 2N3904 or similar NPN transistor.  Using a 
DB 9 female connector, tie the emitter to ground (pin 5), put a 750 ohm or
something close to it soldered to the base.  The other end of the resistor goes
to pin 3 of the DB 9 connector.  The collector is your FSK keying and can be
put directly into your transmitter's FSK input.  This is what I use and it 
works.

Use radio control for PTT.  If you don't have radio control, you can create
PTT from the DB 9 connector you use for FSK by creating an exact circuit as
described for PTT using a 2nd NPN transistor with the emitter to pin 5 (ground),
a 750 ohm resistor from the base to pin 4 of the DB 9 connector and the 
collector
is your PTT lead.  Pretty simple stuff.

Good luck and hopefully this DXP38 problem will get fixed in time.  I don't 
know if
it's a problem just with the DXP38 or not.  It's best to check your TNC now
to make sure it will send QTC's with WriteLog.
