[WriteLog] what does readcty really do?

I know that when you dload a new WL-CTY.dat file you should got to the
programs folder and run WL_CTY.DAT file.

The lines that you see on the screen are cryptic, to me at least.
What do these lines mean:
Adjacent prefixes coalesced
Redundant branches eliminated

Just for my curiosity.
