I am using a $29.99 "house brand" card from CompUSA and it works fine under 
Windows XP:

You get 2 serial, 1 parallel port.  Now that I'm using Internet for packet, 
I only need one port for my radio and another port for my CW/FSK interface 
(I can't remember now why I needed the third port!).

This card uses NetMOS drivers, they come on a CD or you can download them 
from the 'net:
