[WriteLog] Sartg Cabrillo generation

Here is a module for SARTG that can do Cabrillo. It is still in beta test,
which means I have no confirmation from any testers that it successfully
generates a valid Cabrillo file.

Instructions:
unzip the above into WriteLog's \programs folder. it replaces Sartg32.dll.
The next time you open a SARTG log, the WriteLog Cabrillo export menu times
should be enabled.
