Well, I finally bothered to check the rules (!)

4. Contest Exchange:
4.3. Maritime mobile stations send signal report and ITU Region (1, 2 or 3).

So, it looks as though the exchange for MM isn't a serial number, just a
number designating the region (1, 2, or 3). I assume that the contest
scoring software would read the /MM from the call and the 1, 2, or 3 from
the exchange ("QTH" in WriteLog) and score it properly.  Interestingly,
WriteLog will not credit the multiplier if you just append /MM to the
call...it expects "/MMR1" (etc) to properly show the multiplier.  I wonder
what the checking software requires???  I'd hate to put /MMR1 to make WL
happy, and then have the QSO tossed out because ARRL expected /MM (which is
what the station sent)...

I noticed that the claimed scores on the 3830 list are routinely 10,000 to
50,000 points *higher* than the official scores posted by the ARRL.  Wonder
if this sort of thing is one of the reasons why...
