[WriteLog] Windows XP network with WriteLog

I finally spent an evening with a virgin Windows XP computer, installed WL
and got networking going. There are two major differences in the way I set
this up compared to the Windows NT instructions in the WriteLog help file:
1. I used "NetBIOS over TCP/IP" instead of NetBEUI
2. I had to re-run a setup program normally only run by the WL installer to
get everything going.
