[WriteLog] WPX M/S 10min Band Change

The band change window does not work correctly for
CQWW WPX Multi-Single class.

Selecting the "10 min rule" window parameter the band
change window counts from 59 minutes, not the 10 min
format as required.

The "patch" as mentioned in previous reflector emails
does not fix this problem.

One week away from WPX! Ron do you remember our
exchange of emails on this need to fix in January?
