I'll confirm that there seems to be a bug in the
neqp module -- the 4-vs-5 char county names problem
crops up in a few points in the module producing
a couple of bugs. One in regards to duping, and
one in regards to the cabrillo file generation.
I plan on making a fix shortly and will send notice
on the list when this is available.
