[WriteLog] MMTTY Ver. 1.65 Update

I just heard from Mako that the 1.65 engine is the same as the 1.64b
I've been beta testing for a few months.  This engine fixes the problem
WriteLog users had with 1.63 and 1.64 where the transmitter would key
when an F-key was pressed, but then quickly unkeyed.  This problem
would fix itself after a few seconds of time.

1.65 should be good to go.
