[WriteLog] OQP module

  Well I'm not much of a contester and from what I can see WL worked just fine 
but "I" had a problem.  I worked TI2KAC in Costa Rica but could not get it 
entered.  No matter what I tried in the field where you would put the county it 
would not take it.  What is the correct input there?
