[WriteLog] QSO rate not following band

Using 10.42C, I also noticed that the "Single band"
setting for the Rate window was not working.  It included
all QSOs, not just by band.

I also noticed that the Packet Spots window band filtering
didn't work.  Also, the band selector (10, 15, etc) was
missing from the drop down list.
