[WriteLog] Band Change & Multi Windows

Two issues;

1. Its now been two years since I first pointed out that
    the band change requires fixing in the WPX and RAC
    contests. Instead of counting from 10 minutes it counts
    from 60 minutes.

2. In a dual mode contest, it would be helpful to be able to
    have "two" multi windows open. Not requiring to choose
    to see CW or SSB.

Any time soon to when the band change fix expected ?
