The rule is as follows:

3.2.5. Limited to 6 band changes (maximum) in any clock hour. 
3.2.6. The clock hour is from zero through 59 minutes. 

This is evidently the new standard as all other contests apparently use the 
same logic.

I think CQ allows for 8 band changes per clock hour.
