Make sure you "log" that QSO that the time applied to before testing it
again. Unless you log it, WL may be assuming you are simply trying to
re-send the time, and is therefore repeating the original time sent
with the QSO.
I don't recall for sure it works this way, but it should.
%T is not a clock; it is part of the sent message, so it does *not*
change until you start a new QSO.
The message time and the logging time don't have to be the same - the
message time is at the start of the QSO, but the logging time is at the
end.
Don't worry about it.
