Dump the Belkin. It's a dog. USB to serials in general are dogs. 
They inherently have timing problems, because they are not "true" 
serial ports. 

I'm using a Quatech PCMCIA serial card on my IBM T41 very 
successfully. They ARE true serial ports. Costs more, but no 
problems.
