Who is the owner of namedmul.ini for Writelog?

Can you please fix the ordering of these mults in ARRL RU:

[RTYRNDUP-STATES]
DE=3
MD=3
DC=3
PA=3


I would prefer to see them in alpha order:

[RTYRNDUP-STATES]
DC=3
DE=3
MD=3
PA=3


The rest are OK.
