[WriteLog] Cabrillo to CT version 2.2 (fixes DST bug)

Version 2.2 of the program was released on 31 October 2006. You can
download it from:

IMPORTANT: Version 2.1 had a problem with Daylight Savings Time.
           This problem is fixed in Version 2.2.
