[WriteLog] Wrong Point Value

WL has decided that EVERY QSO in CQWW is worth 3 points, except for dupes,
which it properly scores as no points.

I've told writelog.ini that the QTH is VE. I've reinstalled 10.61E. This
wasn't happening before.

I've looked at old logs and it is doing the same thing, including for WPX.

Any suggestions?
