Circuits for reversing FSK to a TS-930/TS-940 can be found at the bottom of:

There's also a circuit created by K3DI that inverts FSK to an Omni 6 from a 
Rigblaster which should work with the TS-930/TS-940 at:

But..... I surmise that it will not allow you to invert the FSK so that it will 
work with a TS-930 or TS-940.  Is that a correct
assumption?
