[WriteLog] Can't turn off Mouse Wheel

I've had the mouse wheel turned off (MOUSE_WHEEL_HZ=0) in the 
configuration section of writelog.ini.
But now with 10.86 it's working again, sort of - either way you turn the 
wheel the freq goes down.

Using Win 7 and K3 on real comport 1.  There's only one writelog.ini on 
my system.

How can I turn it off totally?
