[WriteLog] unable to find country files

Operating system - Windows 7

Writelog 10.90 

WlWebUpdate is in  C: ProgramData/Writelog/  

ReadCTY V10 converted wl_cty.dat - appeared to work ok 

WriteLog.ini

WaveFileLocation=C:\Users\Mark\Documents\WriteLog\WaveFiles\
RecordingLocation=C:\Users\Mark\Documents\WriteLog\AudioRecording\
DataFiles=C:\Users\Mark\Documents\WriteLog\contest\
..

Why can't writelog see them?
