Here was the cure to my problem. I was not aware of the right click menu
and when I saw the drop down, sure enough, "restrict clicks to legal
bands" was checked. When I unchecked the item all was back to normal on
the WARC bands.
I am not sure how it got checked off on my install but it did. I was
totally unaware of the feature.
