Strange since the information in c:\ProgramData\ should show up in
ALL accounts on the machine. That's why I passed along that suggestion
rather than using %AppData%\Microsoft\Windows\Start Menu\Programs which
would appear only in the account that was active when it was created.
You could try the %AppData% path with the affected account.

I did what Joe suggested. In my non-Admin account, I dragged my "Edit
WriteLog.ini" icon that was on my desktop into the
C:\ProgramData\Microsoft\Windows\StartMenu\Programs\WriteLogV11
location. I then looked into the WL start menu folder and it was not
there. I did a restart of the PC (and a full Shutdown) and still not
there. I logged into the Admin account and it was there! It showed
"new" next to it. I logged into a different non-Admin account and
it's there showing "new" next to it. I log back into the original
non-Admin account and it's not there. I re-installed the last update
from the Admin account and it put new shortcuts in the Start Menu. I
confirmed this by the time/date of the shortcuts as shown in
C:\ProgramData\Microsoft\Windows\StartMenu\Programs\WriteLogV11
location. "Edit WriteLog.ini" is still not in the start menu of the
account I normally use. It is in the Admin and other non-admin
account. Something else I did that Windows 10 did not like. I deleted
"Edit WriteLog.ini" from
C:\ProgramData\Microsoft\Windows\StartMenu\Programs\WriteLogV11 from
the Admin account. I then verified it was missing in all three
accounts. I restarted the PC then put the shortcut back in
C:\ProgramData\Microsoft\Windows\StartMenu\Programs\WriteLogV11
manually. When I did that, it crashed File Explorer every time I
looked in that folder.
Also, when I went to look at the items in the WL folder in the start
menu, it immediately closed the start menu too but only when I tried
to look in the WL folder. I re-installed my last upgrade to WL and it
fixed the crashes of File manager and the Start menu, but "Edit
WriteLog" is still no showing in the one non-admin account that I
normally use. It is showing in the other two accounts. Later I may
uninstall/reinstall WriteLog to see if that fixes the problem but
it's a strange one.
