Assuming you used one of WriteLog's state QSO party modules, and that
you have previously installed the TQSL application and set it up with an
appropriate LOTW certificate, just use WriteLog's File/Export-Copy-As
and choose TQSL format. WriteLog knows if you were a rover and sets the
your county of operation appropriately.
