This has been resolved. The user was able to take the INI file from his laptop
and apply it to the desktop and it's working. So apparently corruption in the
INI file caused the issue.

I did have this issue during the NAQP Rtty. All I did was restart the
program and the issue went away.
Probably not much help as they probably already did a restart
