This only happens to me when I have two WriteLog-networked PCs running during
a contest, then quit and later open WriteLog only one PC and when I attempt to
log a QSO, I get that message. So in that sense, it's normal. In your sense,
apparently it's not. Typically if I say "No" here, it will log the contact on
the local machine and not ask again when logging subsequent QSOs.
If the message doesn't allow you to log QSOs or continues to pop up every time
you try to log a QSO, there is a problem. Here's are a couple of suggestions. I
didn't try these but they might work and not screw anything up.
Option #1
Reinstall the last version (update) you have. No need to uninstall anything,
just run the install (or update).
If that doesn't work.
Option #2
Open what I refer to as the "writelog.ini" file. For instructions on how to do
that, refer to this:
https://www.rttycontesting.com/tutorials/writelog/version-12/#edit
Go to menu Edit > Find (Ctrl+F) and search for Network. You should find a
[Network] section in the .ini file. Mine looks like this:
[Network]Wlognet=1LogFileVersion=2Wlogpkt=1
Delete the entire [Network] section, including the [Network] header, save the
file and load it. Now try it.

When I try to enter a QSO into a new or existing log, I get the message:
"You are adding a QSO to a networked log. Restore the network now?"
How do I stop this from happening? The log is not networked.
