Remember, the VOX circuit needs the audio line to be hot at all times. Most
microphones, with the exception of the factory Icom, Yaesu, and Kenwood mics,
switch off the audio line during rx. Check the microphone he/she is using and
wire the audio line hot at all times (simply jumper the PTT contacts inside). 

On some Shure mics (444, 444D), there was a switch on the bottom that broke
the tx lead when engaged in "VOX" position. THen you simply lock the PTT
button, and the audio line feeds the transceiver at all times, but the mic PTT
is inactive. Then switch the rig to vox mode.
