[Yaesu] tubes in FT-101ZD

Hi Everyone

I friend of mine has an FT-101 ZD and has the following problem:

The radio at the moment only puts out about 80 W on CW/AM.
He has changed the 2BY7A  &  6146W  tubes and still
has the same problem. A local ham was saying that the 
tubes need to be modified in some way before installation ?
What is the max power out for these radios ?

Your help would be appreciated.
