Do a memory reset first, and see if the tuner will then adjust properly.

If you are not using factory default settings, it would be a good idea to
record them, before doing this, as some, but not all may be reset.

Perhaps you have an intermittent switch for the noise blanker.  I don't know
whether it is sealed or not, but you could try a cleaner first before
replacement.
