Sounds just like an alignment issue in the synthizer.  Hope you have a
copy of the service manual. Modern day hf radios use several master
oscillators to cover the entire hf spectrum.  These oscillators are
switched in and out depending which band you are looking for.  Each one is
put on the correct frequency by a dc control voltage from the synthizer,
but has to be pre-set in order to work properly.
I don't have the service manual in front of me right now.  There is either
four or five of these in the FT-1000.  Set up doesn't require any special
test equipment.  Suggest you check them all.

Need some direction on where to start looking.  The rig locks up when
it's anywhere between 3.0 to 4.5 Mhz.
When it does this, the only way out appears to be a hard reset, which
puts the receiver on 7.0 Mhz and everything
works fine until I tune down to 4.5 Mhz. or start below 3.0 Mhz and
tune up to that frequency.  When this occurs, I can see
the frequency in the display and hear a relay continuously cycling.
Everything works as it should on any of the other
bands.

Any ideas would be much appreciated.
