[Yaesu] Mark V IPO - strange behavior

Hello all;
My Mark V IPO is acting strangely.
If it is ON or OFF dictates if any signal at all is audible.
Here is the breakdown; this setting is needed to hear anything, otherwise
dead silence:
28 OFF
21 ON
14 ON
7 OFF
3.8 OFF

There is no pattern or logic as far as I can find.
Anyone have any idea why this is happening?
