[Yaesu] low power ft 990

hi I hope someone can help . I am having a problem with low output power  
when the internal antenna tuner is on . the radio tunes fine  and the  swr 
tunes to around 1-1, however the power drops to about 50 watts. when I  turn 
the tuner off power goes to about a 100 watts, it does this on all  
frequancys.this rig is a ft 990 with d/c power. john  g.
