There are plenty of examples of 4:1 toroidal transformers used at the
multi-KW range, usually to step back up to 200 ohms (or even higher).
Proper core design and choice is necessary, of course, but there's no
reason to fear core saturation at high power based on experiences with the
types of cores that some vendors used in cheap balun products years ago.
