Your HV divider is only allowing about .0009 amp to
flow so it won't drive the meter. A 100 ma. meter is WAY
to high of a value to use as a HV meter. I would
use a 1 ma. meter at the most.
If you were pulling 100 ma through your divider it would be
going up in smoke.
