[Amps] knob & meter scales

Hi,

I think I remember seeing some mention of a freeware program for 
designing and then printing meter scales and indicator knob scales, 
but I can't find it in the archives or by Google.  Can anyone point 
me in the right direction?  

Can Powerpoint or Excel or any of Bill Gates' standard products do 
this?
