4C65 is a material designator from "Ferroxcube" (formerly "Philips"), a High Impedance material, primarily designed for RFI suppression, it's generally known as "Type 61" material on the western side of the Atlantic Ocean...

P.S.: I built my own 1:1 balun with RG58, as many turns that fitted a 30 cms. long and 5cms diameter tube. But not running power here!
