A few years ago I had a similar experience with a ham in Detroit. I filed a
complaint with the postal authorities. They did nothing. I read the rules
at the time I was corresponding with the post office and I recall that they
only go after "businesses", or those who defraud regularly. It seems that
in the case of the KY ham, there may be enough cases to move him into that
category so it should be worth pursuing. Correspondence with the others who
were defrauded to prove that it is more than an isolated instance might
prove useful.
If the KY ham is from a small town, it might help to send a letter to the
police department and ask if there is anything they can do. Sometimes small
town police departments will go out of their way to assist. In my case, I
never heard from the Detroit police department after filing a complaint. I
even told them I would go to Detroit to testify on my dime.
