As one who has been on both sides of that fence, there is another
side to it as well. Engineers have a well-deserved reputation for
never quite being finished with their designs. Always one more
"improvement", always one more "refinement". In the avionics
business, we used to say "at some point, you have to shoot the
engineer and give the design to manufacturing". Management's job is
to decide when to pull the trigger, and admittedly, they do not
always get it right.
Everything is a balancing act, everything is a tradeoff of one kind or another.
