It's really not much of a gotcha, as they are permitting a number of 
solid state amps that run the legal limit or close to it right at the 
bottom end of the band.  so they would have reasonable amplification for 
most if not all of the 11 meter band as well. That and you can purchase 
imported amps that cover anywhere, as long as your use of them remains 
legal.  These are not the computer, or microprocessor controlled amps.
