As I recall, both Collins and Continental included an SCR-based ramped 
filament regulator in the majority of their high-power designs.  During my 
college years, I worked at a station that used this design in a Collins 
831-G-1 FM transmitter that delivered 22.5KW TPO.  I do recall seeing 
filament voltage slowly ramped up/down with the SCR controller.  The SCR 
controller displaced the need for a mechanical step-start circuit with the 
added benefit of better line voltage regulation to the filaments and ability 
to ramp down the filament at turn-off.
