Yes, but that's not the point. What better ground does is 1) burn less
power in the earth and 2) strengthen the first reflection in the far
field. It isn't that there's less field at high angles, but rather that
there's more field at low angles.

radials has more gain as the ground becomes better, but I see the
angle of maximum gain getting lower, also.
